Ongoing courses page doesn't display some courses

Description

Ongoing courses page doesn't display courses that have started but are still open for enrollment. It is common, that enrollment is open during the first weeks of the course.

Ongoing courses page should contain courses based on the "Starting date" and "Ending date" (both included).
